NHS England is creating a new Commercial and Procurement department with the aims of ensuring the non-clinical procurement function and processes within the organisation are fit for purpose; and for developing and implementing effective strategies and operational policies for promoting innovation in procurement in an organisation that shares out more than £100 billion in funds across England. Innovation is critical to enabling NHS England to achieve the ambitions set out in its mandate, to ramp up the pace and scale of change, and deliver better outcomes for patients in England. 

The role

Reporting into the Head of Commercial and Procurement you will work as part of a dynamic Commercial team delivering an effective Category led end to end procurement service for all Corporate Spend, ‘in scope’ procurement activity (minimum £0.5 billion per annum) on behalf of the entire NHSE organisation to drive maximum benefit and efficiencies.

  • Responsible for development and provision of strategic analysis and robust planning information together with appropriate systems to support the rest of the Commercial Team
    • To develop and deliver strong efficient and lean Policy and Procedures including Templates and Standing Financial Instructions (SFIs)
  • To implement, maintain and develop appropriate systems to support the commercial team, specifically including Bravo (and AWARD) and Corestream
  • Develop a Supplier Relationship Management team to deliver leading practice solutions for strategic and outsourced contracts
  • Drive a team taking responsibility for providing systems and analytical support across the department
  • Develop and maintain a savings programme and monitor progress against this
  • Review and update the dashboard reporting and savings methodology in conjunction with the Governance and Assurance team

The person

The successful individual will be a qualified and robust individual who has operated at a Board Level and has strong leadership capabilities. You will have comprehensive knowledge of leading practice commercial principles, processes and practices; including category management.  You will have a demonstrable track record of delivering procurement training and developing large programmes to a wider business community.  You will have a strong project management experience and able to drive change programmes across large organisations and a tenacious approach in multi-stakeholder environments.
