NHS England is creating a new Commercial and Procurement department with the aims of ensuring the non-clinical procurement function and processes within the organisation are fit for purpose; and for developing and implementing effective strategies and operational policies for promoting innovation in procurement in an organisation that shares out more than £100 billion in funds across England. Innovation is critical to enabling NHS England to achieve the ambitions set out in its mandate, to ramp up the pace and scale of change, and deliver better outcomes for patients in England.

The role

As Systems and Reporting Manager, the post holder will work as part of a dynamic Commercial team providing an effective reporting service across the entire NHSE organisation to drive maximum development, provision and maintenance of the appropriate systems.

The post holder will be responsible for:-

  • Supporting the Systems and Data Manager to build and develop a reputation for Commercial as the Centre of excellence for Commercial Procurement activity
  • Providing advice and guidance on systems usage, including e-sourcing and e-auctions, to ensure the Commercial teams are fully maximising investment
  • Providing appropriate guidance and training to all users of Procurement systems, including Purchase to Pay, Strategic Sourcing, Supplier and Contract Management
  • Supporting the Senior Governance and Assurance Manager to ensure that the organisation is compliant across all stages of procurement
  • Developing system reports as requested and ensuring that backups of systems and data are made at appropriate intervals

The person

To succeed, you will have good knowledge of leading practice Systems and Reporting principles, processes and practices including robust and thorough systems implementation. You will have a proven knowledge of sustainable procurement, covering all areas of sustainability within a strategic procurement function. You will have a proven experience of implementing leading practice strategic sourcing, purchase to pay and contract management policies and processes. You will have exceptional influencing skills with a real strategic outlook.
